Issue: This alarm usually means that the processor alarming (in this case, LTAU) cannot send msgs to the sync fep (NCYU) specified.

Resolution:

• ping sync fep from alarming processor
• acc fep from compulert
• dk in through backdoor

If all these are unsuccessful, it usually means the machine is down; proceed with proper escalation to reboot machine.
